The intent behind Obama’s stimulus package on Child Tax Credit 2009 is to reduce child poverty cases across US. Child Tax Credit is a partly refundable federal income tax credit, where an individual taxpayer can have a refund up to $1,000/child (who needs to be below 17). Child Tax Credit 2009 has been designed in the Stimulus Plan for helping in the reduction of cost for raising a child.
Now, families will be able to qualify for at least a part of their credit, if their income limit crosses the threshold, as planned by the government. For 2008, Congress had this level lowered to $8,500. Without congressional action, this threshold could have reverted back to $12,550 in 2009 (tax year).
Qualifying Threshold Income level for Child Tax Credit 2009
As per the Stimulus Bill, the threshold level in Child Tax Credit 2009 will be temporarily set at $3,000 in 2009 & 2010 (tax years). It means that families having income limit over $3,000 may also quality for at least partial credits.
Families, who earn slightly above the threshold value, only qualify for small credit. Eligibility amasses slowly at 15 cents per dollar of their earnings more than the threshold value. Thus, the value of threshold has a large impact on families with incomes way beyond.
For example, in the previous tax year with $8,500 as the threshold value, families with earnings of $21,833 were the only ones qualified for full credit of $1,000 per child. The current recovery package allows families to achieve the same with earnings of $16,333.
Child Support Stimulus
This recovery agreement is going to give large Child Tax Credit to 13million children below 17, way beyond what they could have received with the previous threshold value. Previously, more than 2.5 million children were ineligible, whereas the remaining quadrant was eligible for partial credit. However, the new legislation will allow them to receive a considerable portion of their tax credit.
Expanding Child Tax Credit is going to offer effective stimulus, as it has been targeted towards families with lower income, who are very much likely for spending more than saving the same. Available data at Tax Policy Center shows that around 90% of House provision benefits will go to people with lower incomes.
Reducing the cases of child poverty
While the primary goal of Child Tax Credit 2009 is for recovering the economy, it is also targeted towards reducing the child poverty. Falling economy has closed the doors on over 3.5 million jobs since the beginning of recession and the count in homelessness has reportedly grown in most neighborhoods across the nation.
Unemployment rate, which shot up to 7.6 (as per the last recorded figure), is projected to close in on 9 percent by the end of the year, if things move on at the same rate. As per a data submitted, the count of Americans below poverty line may see an increase by a further 7.5-10 million, whereas number of poor children will rise by 2.6-3.3 million.
Recovery package comprises of several provisions, which can considerably reduce the count of poor children. Expert analysis has found out that if the plan, mainly Child Tax Credit 2009, is executed properly, around 1 million children may not see poverty. This is going to push back the rising hardship and poverty, which is an expected outcome of the ongoing recession.
